during the passage of the Public Health and Buildings

Ordinance, No. 1 of 1903, in the drafting of which he

rendered invaluable service. He also assisted materially

in the drafting of Ordinance 14 of 1908. Before the

Medical and Sanitary Departments were separated Dr. Clark

acted successfully for 18 months as Principal Civil

Medical Officer of this Colony.

In practicl work Dr. Clark has

rendered very valuable service in connection with the

suppression of Plague and Malaria. He is a very clever

man is energetic and industrious and has a good

power of organization. I can, therefore, confidently

recommend him for the post he seeks.
